    Hello CICA members,

I hope all is well with you. These are very busy times for the captive insurance industry with continued uncertainty and a hardening insurance market. This has caused increased interest in captive formation and greater utilization for many existing captives. Throughout all of the interruption of the past year, captives have proven their importance to many organizations’ risk management strategies. It also reminds us of how important it is to support, defend and celebrate a captive industry that is often misunderstood and under attack. I thank all of you who have renewed your CICA membership, and I encourage you to support your domicile associations. These are challenging times, and it is important to support your captive association.

I am encouraged by the roll-out of vaccinations that are available to many of us now. This gives me new optimism for captive conferences and business travel resuming in the near future. I have officially booked my first flight for business travel to attend the in person Western Region Captive Insurance Conference in June. It feels great to actually have a flight booked in my “upcoming trips” folder! Things will likely be modified for some time, as strong risk management is core to our values, but I am eager to again see my captive friends and colleagues in person! I have enjoyed seeing many of you through video conference, seeing the insides of your home, perhaps meeting a spouse, pet or child, but I am looking forward to the days of less video conference calls! I continue to hear from members how eager you are to get together with industry colleagues.

I look forward to seeing you soon. If you have not yet renewed your CICA membership, please do so!

All the very best (and fully vaccinated)!

The Western Region Captive Insurance Conference (WRCIC) will be held June 14–16, 2021, the WRCIC announced.

The WRCIC conference, which was originally scheduled for May 18–20, 2020, but was canceled due to the COVID-19 outbreak, will be held at the Little America Hotel in Salt Lake City.

"The show will go in the spring of 2021," the WRCIC said.

"We are very eager to host the 2021 WRCIC conference in Utah in June if it is safe to do so. The WRCIC continues to serve the entire United States, working together to enhance collaboration, cooperation, and best practices," said Brandy Alderson, president of the Utah Captive Insurance Association and WRCIC conference chair.

The conference, the WRCIC noted, will include a "Captive 101 boot camp" as well as educational sessions in which captive experts will be "speaking on hot topics, trends, and the next level in captive insurance."

Other captive conferences also have been rescheduled because of the COVID-19 pandemic. For example, the Captive Insurance Companies Association, which earlier canceled its 2020 conference that had been scheduled for March 8–10, has rescheduled that conference to March 14–16, 2021, at the Westin Kierland Resort and Spa in Scottsdale, Arizona.

In addition, the Vermont Captive Insurance Association (VCIA) earlier announced that its 2021 annual conference would be held online on August 10–12. "As much as VCIA would like to meet in-person, the prospects for having large scale in-person conferences in 2021 is not a sure thing. Multiple economic and public health impacts of the pandemic are being felt among our members," VCIA President Rich Smith said in a statement.

    President Arizona Captive Insurance Association

Chairman Western Region Captive Insurance Conference

Apart from having a great climate, with over 300 days of sunshine a year, the state also offers a pro-business, forward thinking captive insurance jurisdiction. Benefits of owning an Arizona captive insurer are several:

    • Unlike most captive jurisdictions, no premium taxes are required to be paid by captive insurers. After licensing, the only fee charged is an annual renewal fee of $5,500 payable to the Arizona Department of Insurance.

    • There is an exemption from the annual audit and actuarial opinion requirements for small captive insurers. Essentially, captives with less than $1 million dollars in direct or assumed premium and less than $1 million dollars in loss reserves and loss expenses are exempt from providing annual actuarial opinions and independent financial audits.

    • There is no regularly scheduled statutory examination for pure captives. While the Director of the Department reserves the right to conduct financial examinations at any time, such examinations are rare and only triggered under extraordinary circumstances, such as a hazardous financial condition.

    • Arizona has one of the strongest confidentiality laws in the U.S. which protects the information filed with or made available to the Arizona Department of Insurance. By statute, the Arizona Director can only identify the name of the captive insurer, the date of its licensing, the type of captive insurer, including the business or industry of the owners or members.

    • By statute, the approval of an Application for a captive insurer license is expected 30 days after the submission of a complete application. Based on recent conversations with Department representatives, the average time for license review and approval once a complete application is received is generally within a 25-30 day window.

Arizona's captive program has been in existence for 18 years, dating back to 2001, and there are currently 125 licensed Arizona captive insurers. As a mature captive program, Arizona is ranked as the 10th largest captive jurisdiction in the United States. Captive division personnel are experienced, helpful and extremely supportive of the program. Arizona is generally known as a business-friendly jurisdiction and that is certainly true of the Arizona Department of Insurance Captive Insurance Division. Arizona will be hosting the Western Region Captive Insurance Conference May 20-22, 2019, in Scottsdale. Come to the Conference, enjoy the sunshine and learn about Arizona's captive insurance program.
